On August 14, 2025, Paxton sent cease-and-desist letters to Her Safe Harbor and two other organizations, invoking the Comstock Act of 1873âa law written in an era when women couldnât even vote.
His office claims that mailing abortion medication or providing support to Texans violates state law, despite the fact that these pills are FDA-approved, safe, and used worldwide for over 20 years.
He is threatening us with crushing civil penalties: up to $100,000 for every single prescription sent.
